I asked the question, but there is so much material to draw from, I don't know where to start. So, go to it.

Just off the top of my head, it's easy to say the "Fab Five" - #4, #11, #13, #15 and #17. You also have #2 and #12 waiting in the wings to become members. Currently, #13 would be the most obvious choice. He has, by design, garnered the most publicity. However, I feel #17 is the one to watch. He doesn't seem to rely on the rest of the gang.
That being said, there is a clear need for a strong leader to control this "situation". Presently, that isn't happening. That's what I get from watching the Council Meetings, reading the KNews, listening to your show and the old #12 when he's on Bill's show. I hope other people get involved in this thread. It should be interesting.

I would agree with your assessment, and therefore #1 is the worst. A body without a head flails around in every direction. So does a city council.

The obvious choice is the alderperson from the 13th. I say "alderperson" because that's one of the important pieces of legislation that's come from this council the last 3 years. Along with what to wear to council meetings, when to "call in sick" for meetings, trying to increase terms for alderpersons to four years. I digress from the original question...
17 is the one to watch - especially now that he is on a crusade to harass and hinder a Kenosha institution in the Brat Stop. Who knew playing volleyball or having a band play outside on Sunday afternoon would be such a breach of the law that an alderperson actually stopped mowing his lawn to get over to the Brat stop to shut these horrendous activities down.
After all, according to #17 the law is the law - never mind the spirit of the law - the law is the law. Except of course when fellow alderpersons (13 and 4) allegedly break the law by not filling out the proper disclosure form. Where was the grandstanding and chest beating form #17 when that happened? Where was the outrage when #13 was out late at night checking ID's from young women and men?
All this bull crap is meant to distract us from the real problems this city has. High unemployment, crime going up, Kenosha not seen as a place where businesses would want to come. A dying downtown area with too many empty locations.
The list goes on - but hey, at least they wear ties to their meetings.

It will take time to build, but build it will.

Tea time took the words out of my mouth. I could not have said it better myself. We need a change in alderman and leadership on city council. The catty games and cliques need to stop. The focus should be improving and building Kenosha into a positive atmosphere, not picking on one another and seeing who can have a bigger display of ego inflation.
