Why would Kenosha alderman G. John Ruffolo remove alderman Juliana's ethic ordinance for elected officials off the city council agenda?

The question is "Why?" Personality conflict with Alderman Juliana? Unwilling to stand an ethics test? Remember the fiasco of the financial disclosure forms and how the mayor let a chosen few off the hook. Will this be a repeat of that?

Because the board would not be answerable to the council. The Fab 5 would rather have an advisory committee with no real power. No real power, no real check or balance. Simple as that and corrupt to the core.
